People Evacuation in Case of Fire in High Rise Buildings
Russian Federal laws on life protect ion in buildings
Life is the risk to lose a life. That is perhaps one of the reasons why the beginning of the new millennium was marked by the adoption of a series of federal laws based on risk assessment in the sphere of safety. It was initiated by the introduction of the Federal law No 184-FZ of December 27, 2002 “On Technical Regulation” which rules that “Technical regulations are enacted for the following purposes:
- protection of life and health of the citizens, property of individuals and legal entities, state or municipal property;
- environmental protection, protection of life and health of animals and plants;
- prevention of fraudulent misrepresentation (the acts carried out with intention to deceive purchasers).”
In order to carry out these purposes as regards the construction objects, Federal law No 384 of December 30, 2009 “Technical regulations on Safety in Buildings and Structures” prescribes the following requirements:
1) mechanical safety;
2) fire safety;
3) safety in case of nature disasters and/or anthropogenic impact.
To sum up, we can see that the federal legislation in Russia postulates the need to ensure safety of people in buildings and structures:
- proper use of the premises under normal conditions;
- in case of environmental hazards;
- In case of fire.
According to the protocol No 1 of March 25, 2010 drawn up by the commission engaged in considering of the legislation of Federal law No 123-FZ “Technical Regulations on Fire Safety Requirements” and normative documents on fire safety, the following decision is endorsed: “2. In order to avoid repetitions and controversies in the documents setting the requirements of fire safety, it is advisable to use set of fire safety rules as the documents that ensure that provisions of the Federal law No 384-FZ are met (dd December 30, 2009 “Technical regulations on Safety in Buildings and Structures”).
