This article describes scientific methods of creating of systems of monitoring and forecast of buildings’ and constructions engineering status. These systems are put in practice for unique olympic constructions SOCHI 2014, Moscow- City complex, football stadiums for World Cup 2018 etc. The article is concerned with methods of structural monitoring, the technology of systems creating, the standard structure and components of a system, the experimental results of the theory using in practice.

The problem of monitoring of bearing constructions became topical because of the erection of a big number of high-rise and unique objects and quite huge catastrophes that occur from time to time. The current situation in the building industry can be determined like “a period of transition”. Licences for design, building and survey works were cancelled. A system of self-regulation was introduced which presupposes a creation of self-regulation organizations managing processes of companies’ permission for design and building works, norms development, improvement of quality and minimizing risks in the sector.
A system of technical regulation was introduced (FL No184 from 27.12.2002 “About technical regulation”) which presupposes minimal requirements for products affecting security and health of people, also the decrease of bureaucratic coasts, stimulation of economic growth and development of new technologies. The current design and erection of a number of unique and high-rise buildings are made without the full normative and methodical base for their construction today.
A development of special technical requirements precedes designs of such buildings (Government’s decision of Russian Federation No 87 from 16.02.2008 “About the composition of sections of design documents and requirement to their content” and the order of the Ministry of Regional Development No 36 from 01.04.2008 “About the order of development and coordination of special technical requirements for the development of the design documentation for objects of the capital construction”).
As provided by the established order, special technical requirements are developed by scientific and research organizations and approved by the Ministry of Regional Development of RF.
